Could be:
Change of command ceremony
Formal reception for senior flag rank e.g. CINCPACFLT
(Commander in Chief of Pacific Fleet) or a Washington official e.g.
CNO, Chief of Naval Operations, or SecDef, Secretary of Defense
ie formal occasions either during operating hours during day or
evening functions....
(Mess dress is more formal than dress whites and worn in the evening)
We all wore dress whites once for change of command for
CO of Miramar NAS.......and then we went directly to the officer's club pool for a formal reception....(that pool was in TOP GUN film)
The men hate the dress white uniform because of its high starched neck, and unlike the female officer's dress whites, they cannot remove the blouse (jacket)
Dad used to call it 'the strait jacket' as did friends of mine.
but it sure is terrific.
I think Steve would look amazing as did Magnum when he wore his.
There was an opening shot of Magnum in dress whites every episode, but
Only shot I could find of Magnum in whites is this one in tropical white long which is the tropical working uniform:

The mess dress is nice too, though. And he could have worn either for the governor's fundraiser, no?

Absolutely
The mess dress is indeed nice, but the dress whites have more use
for ceremonies and other events........
And speaking of mess dress events,
I have had occasion to attend what is called a 'dining in'
Officers of a particular organization or unit, in our case squadron,
would gather for an evening of drinking and dinner etc. No wives/husbands.
I always had the option of mess dress or evening apparel
I opted for latter as I did not want to buy the mess dress, too expensive
and so little use. I opted instead to wear evening attire
They were great events.
