Don't assume hon - chase them. There's absolutely nothing wrong with being proactive and calling them up and saying, "Hi. I was told I would hear something back on Monday - just wondering if you can give me an update?"
As someone working in recruitment, believe me when I say there can be all sorts of reasons for delays and companies not coming back to you when they say they will etc etc... the issue could be with HR, with a different department that the manager you interviewed with has no control over... anything. You've every right to call up and ask for an update - and don't worry it will put them off, any company worth its salt with respect your proactivity and see it as a sign of your interest. The worst that can happen is you find out for definite that the answer is no.
